The City of Pell City is committed to fair, transparent, and competitive procurement processes to ensure the best value for taxpayer dollars. These guidelines outline how vendors can engage in business opportunities with the City.

I. Bid Opportunities

The City of Pell City procures a variety of goods and services. When a project or purchase requires a formal competitive bid process, the City will issue a bid packet containing project specifications and requirements.

II. Vendor Bid List

To be notified of relevant bidding opportunities, vendors are encouraged to be added to the City’s bid list.

How to get on the bid list: Submit a letter on company letterhead to the City Clerk. This letter must include:

  • Full company contact information
  • A clear description of the specific types of products or services your company provides.

III. Bid Bonds (Alabama Law Requirement)

For any contract valued at greater than $10,000, Alabama Competitive Bid Laws require the submission of a bid bond in the amount of 5% of the total bid.

  • Acceptable Format: A company check is not an acceptable substitute for a bid bond.
  • Return of Bid Bond: Your bid bond will only be cashed if you fail to honor your submitted bid. Bid bonds are returned to all bidders once the contract for the project has been officially awarded.

IV. Equal Access to Business Opportunities

In accordance with Alabama state law, the City of Pell City does not have “set aside” programs for small, minority, or disadvantaged businesses. We are dedicated to ensuring equal access to business opportunities for all vendors and strongly encourage participation from all qualified companies.
