Effective September 1, 2022, Arrow Disposal Services, Inc. (ADSI) will provide residential solid waste and brush collection service to all city residents. As part of this process, new waste carts will automatically be delivered to your home, and your current waste carts will be picked up by the previous service provider.
The City of Pell City is not responsible for solid waste collection outside the City Limits of Pell City. Requests for service in unincorporated St. Clair County should be directed to Arrow Disposal Services or the St. Clair County Commission.
Solid Waste Service Guide
The Pell City Street Department is responsible for overseeing adherence to the waste collection contract, as well as coordinating with Arrow Disposal to resolve any customer issues that may arise. The following information is intended to help our citizens clearly understand the services provided under the contract, and to outline the associated rules. Adherence to these guidelines helps keep our city clean and ensures that service is provided in a timely manner.

Costs
The monthly cost of service is $24.15 per month, which includes weekly garbage service and bi-weekly pickup of up to six (6) cubic yards of yard debris. Additional garbage carts may be ordered for a rate of $11.78 per additional cart, per month. These fees are added to your monthly utility bill for ease of payment, and can be paid alongside your monthly water and sewer bill.
Weekly Household Garbage Service
- Garbage must be placed inside city-issued garbage carts.
- All garbage must be bagged; no loose trash is permitted in the receptacle.
- Carts must be placed at least two feet apart from one another.
- Carts must be placed in the correct orientation, at least three feet from any obstructions to allow for service; the opening should face the street, and wheels should be away from the street.
- Carts should be placed by the street by 6:00 a.m. on the pickup date.
- Lids must be fully closed, and carts must be placed away from obstructions.
- Household hazardous waste, lumber, scrap metal, or car parts may not be placed curbside for collection
Yard Waste
- Yard waste is picked up every other week, on the same day as your routine garbage pickup.
- Up to six (6) cubic yards (9’L x 6’W x 3’H; see the image below) of tree limbs, sticks, shrub clippings, and other debris may be placed curbside each biweekly period.
- Leaves and grass clippings must be bagged.
- All limbs must be less than five feet (5’) in length, and less than six inches (6”) in diameter.
- If any unacceptable waste is mixed in with otherwise acceptable yard waste, the entire pile will not be picked up until the unacceptable waste is removed.

When will my garbage be picked up?
- Arrow Disposal runs Monday through Friday, unless there is a national holiday or weather delay.
- If there is a holiday or inclement weather, that day’s route will run the following day, including Saturday.
- Holidays observed are: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

What are some common reasons garbage is not picked up?
- The cart must not be overfilled; carts that have waste spilling out of them will not be picked up.
- Improper orientation of receptacles; cart handles and wheels must face away from street for carts to be properly lifted and emptied.
- Unacceptable material is seen/found in cart.
- Carts or brush are placed too close to mailboxes, cars, fences, utility poles/lines, etc.
- Carts or brush were placed out after 6:00 a.m. on collection day.
- Material is determined (or known) to be contractor generated.
Where can I take items that cannot be disposed of through curbside service?
Residents inside the city limits can bring their excess (bagged) household trash, oversized items, carpet, furniture, appliances, mattresses, etc. to the Pell City Street Department, located at 417 19th Street South, Pell City, AL 35128.Residents inside the city limits may also bring recycling to the Street Department; cardboard, plastic, mixed paper, and aluminum are accepted.
Drop-off is allowed Monday through Friday, between the hours of 07:00AM to 03:15PM. The Street Department is closed on city and national holidays.
Construction debris (including ANY wood that is not furniture), brush or other yard debris, tires, batteries, and paint are not accepted.
The Street Department has a dumpster exclusively for scrap metal.
All residents must sign in at the front desk before dropping off recycling or using the dumpsters. The staff may ask questions about the items being deposited, and can help determine where certain items should be placed.
Please note: the rules listed in this section do not cover all situations, and the staff at the Pell City Street Department retain the right to deny or reject disposal, at their discretion, for any reason.
