The City Council for the City of Pell City consists of the Mayor, who is elected at large, and five City Council members, who are elected by district. Both the Mayor and City Council members serve four-year terms.

Bill Pruitt is currently serving his second term as Mayor of Pell City, Alabama.
Born and raised in Louisiana, Bill graduated from Tulane University in New Orleans in 1991 with a Bachelor of Science in Accounting. He began his career as an accountant with the firm of KPMG Peat Marwick before moving to Pell City in 1994.

Jay H. Jenkins has served as the Councilmember for District 1 since July 2012, when he was appointed to complete Greg Gossett’s term. Born in Manhattan, Kansas, Jay has been a Pell City resident since 1962.
He is a graduate of Pell City High School and earned a B.S. in Business Administration with a minor in Economics from Jacksonville State University. Jay dedicated eleven years to the United States Army Reserve, serving four years as a heavy equipment operator and seven years as a legal clerk. During his first full term on the City Council, he achieved the “Certified Municipal Officer” designation from the Alabama League of Municipalities.
Jay had a distinguished 26-year career with the State of Alabama Department of Industrial Relations, working as an Employment Interviewer and Employer Relations Representative in Birmingham, and later managing Alabama State Employment Service Offices in Leeds and Pell City until his retirement. While managing the Pell City office, he was responsible for referring applicants to all job openings within the City of Pell City and St. Clair County.
Since 1982, Jay has owned and operated All-Pro Trophy, a small retail business. Before his council appointment, he was commissioned by the Mayor and Council to create the large bronze plaque for the Senior Citizens’ Building in 1995 and the solid bronze City seal for the City Council Chambers in 2002.
Jay is passionate about helping people and has been actively involved in numerous community endeavors:
- Pell City Rotary Club: Past-President, long-time Club Secretary, and member since 1986.
- St. Clair County Literacy Council: Past Chairman and Board Member since 1999.
- Greater Pell City Chamber of Commerce: Past Treasurer and two-term board member.
- International Association of Personnel in Employment Security (Jefferson County Chapter): Past-President.
- Alabama State Employees Association (Birmingham Chapter): Past-President.
- Pell City Softball Umpire Association (former): Past-President.
- Amateur Softball Association Hall of Fame: Enshrined in the National Indicator Society in Oklahoma City, Oklahoma.
- Softball: Competitive player for 41 years and umpire for 25 years.
- Auto Racing: Lifetime involvement as a driver, crewmember, and fan.
- Early Career: Worked as a furniture truck delivery driver, construction laborer, steel mill worker, heavy equipment operator, and audiologist/hearing aid salesman.
Jay has resided in Eden since 1982 and is an Assistant Sunday School Director and active member of Dry Valley Baptist Church. He cherishes spending time with his daughter and son-in-law, Tracy and Jonathan Whitten, and his two grandsons.

Ivi Wilson is the Councilmember for District 2. She holds a Bachelor of Science in Criminal Justice from Jacksonville State University, earned in 2002. In 2012, Ivi became a State of Alabama Certified Substance Abuse Counselor and currently serves on the Board of the Alabama Association for Alcoholism and Drug Counselors.
With a strong background as a counselor, instructor, and case manager for programs like New Pathways, Jefferson County Drug Court, St. Clair County Day Program, The Wellhouse, and Fresh Start Recovery Ministries, Ivi felt a deeper calling to help others. Her passion is to see individuals who have suffered find freedom and strength. She has extensive experience working with men, women, and adolescents struggling with various forms of abuse. More recently, Ivi has focused on supporting young women who are survivors of human trafficking and sexual exploitation.
Beyond her council duties, Ivi works as a counselor for Fresh Start Recovery Ministries, a long-term recovery facility for men, and directs We Win Recovery. She has dedicated her life to helping others achieve freedom and empowerment.

Blaine Henderson was elected to the City Council in 2016 as the representative for District 3. A lifelong resident of Pell City, he graduated from Pell City High School in 1995.
Blaine continued his education at Auburn University, where he earned a B.S. in Business Management in 1999. He is married to Laurie Mize Henderson, and they have three children. Blaine is also a part of his family’s business, Henderson’s Builders Supply Co., which has been serving Pell City since 1945.

Jason Mitcham was elected to the City Council in 2016, representing District 4. He also serves as the elected delegate to the Planning Commission.
A 1992 graduate of Pell City High School, Jason has been employed by the Anniston Army Depot since 2004. He is married to Charity Mitcham, and they have three children: Jace, Piper, and Cooper. Jason and his family are active members of First Baptist Church in Pell City.

William J. “Jud” Alverson was elected to the City Council in 2016, representing District 5, and currently serves as Council President. A lifelong resident of Pell City, he graduated from Pell City High School in 1994.
Jud continued his education at Jacksonville State University, earning a degree in Finance in May 1999. Since then, he has been employed with Liberty Mortgage since 1999. From 2008 to 2013, Jud served in various roles on the board of Pine Harbor Golf & Racquet Club.
He is married to Lindsey W. Alverson, and they have two daughters, Amelia and Caroline. Jud and his family are active members of First Baptist Church in Pell City.
