    The Pell City Board of Zoning Adjustments (BZA) hears and decides on appeals concerning the enforcement of zoning ordinances. Their primary functions include granting variances (allowing deviations from zoning rules due to hardship) and special exceptions (permitting uses specifically allowed with certain conditions), ensuring flexibility in zoning while upholding the overall intent of the city’s zoning regulations.

    The Pell City CEPA (Center for Education and Performing Arts) Management Board of Directors is responsible for the overall operations and strategic direction of the CEPA facility and its programs. This includes overseeing various programs like theatrical productions and educational initiatives, managing the 2,000-seat sports arena and 400-seat performing arts theater, fostering community engagement, ensuring financial sustainability through fundraising, guiding strategic planning for future growth, and providing staff oversight to promote arts and education in the community.

    The Pell City Commercial Development Authority (CDA) is a public non-profit entity established to promote trade and commerce within Pell City. Its primary functions include attracting new businesses, facilitating the expansion of existing ones, acquiring and leasing properties for commercial projects, and issuing bonds to finance these developments, all with the goal of expanding the city’s tax base and fostering economic growth.

    The Pell City DARE Board supports and advises the local Drug Abuse Resistance Education (DARE) program. Its primary role is to ensure the program’s continued operation in schools, assist with fundraising, and foster community engagement to educate young people on resisting substance abuse and violence.

    The Pell City Housing Authority is a public agency established to provide decent, safe, sanitary, and affordable housing options for eligible low-income families and individuals in Pell City.     The Pell City Industrial Development Board (IDB) is a vital entity dedicated to fostering robust economic development within the city. Its core mission involves actively working to attract new industrial and commercial enterprises, thereby generating investment and creating valuable jobs. Simultaneously, the IDB focuses on supporting the expansion and sustained growth of businesses already operating in Pell City. It plays a critical role in advising the City Council on strategic opportunities for industrial and economic advancement. Furthermore, the IDB possesses the authority to facilitate development by acquiring and leasing properties suitable for industrial projects and issuing bonds to finance these initiatives, collectively cultivating a more business-friendly environment and driving overall prosperity for Pell City residents.

    The Jefferson, Blount, St. Clair (JBS) Mental Health Authority Board is the governing body for the JBS Mental Health Authority, a regional public non-profit corporation. In Pell City, as part of St. Clair County, the board’s role is to plan, coordinate, and develop a comprehensive system of mental health and substance abuse services for the area. This includes overseeing the delivery of various programs, ensuring funding and resource allocation, and working to promote mental health and support individuals suffering from mental illness or substance use disorders across Jefferson, Blount, and St. Clair counties.

    The Pell City Library Board is the governing body for the Pell City Public Library. They are responsible for setting library policies, approving the budget, strategic planning, and hiring the Library Director. Essentially, the board ensures the library effectively serves the community and manages its resources.

    The Planning Commission is responsible for guiding the physical development and growth of Pell City. They review and approve subdivision plats, site plans, zoning changes, and comprehensive plans, ensuring that land use aligns with the city’s long-term vision and promotes orderly, sustainable development.

    The Pell City Planning Commission meets on the 3rd Thursday of each month at 6:00 pm in the Council Chambers at City Hall located at 1905 1st Avenue North.

    The St. Clair Economic Development Council (EDC) is the official economic development organization for St. Clair County and its municipalities, including Pell City. Its mission is to facilitate industrial, institutional, commercial, community, and leadership development across the county. The EDC works to attract new businesses and industries, help existing businesses grow and compete, and support newly formed high-growth enterprises, all with the goal of creating jobs, increasing wealth, and improving the quality of life for St. Clair County citizens. They are actively involved in workforce development, infrastructure planning, and even tourism initiatives.
