Pell City Administration oversees the daily operations and strategic functions of the municipal government. Led by the City Manager, who is responsible for implementing City Council directives and managing departments, the administration includes the City Clerk’s office, which handles official records, elections, and public information. Key administrative offices such as Finance, Community Engagement, Information Technology, and Human Resources work collaboratively to ensure efficient fiscal management, effective public outreach, and comprehensive personnel support for the City of Pell City.

City Manager Brian Muenger

Brian has served as the City Manager of Pell City since March, 2015.  Prior to his appointment in Pell City, he served as the City Manager of the City of Talladega, and as Community Development Planner for the Heart of Georgia-Altamaha Regional Commission.

As City Manager, he serves as the Chief Administrative Officer of the City and is responsible for the general operation and supervision of governmental functions of the City.  He is responsible for the appointment and dismissal of non-Council appointed positions, preparation and implementation of the annual budget, and enforcement of all laws, ordinances and policies of the City.  He serves as the chief advisor to the Mayor and City Council.

Brian attended Georgia College, where he earned a bachelor’s degree in political science and criminal justice, and a Masters of Public Administration degree with a concentration in Public Policy.  He is a member of the Alabama City/County Management Association and the International City/County Management Association, where he has earned the Credentialed Manager designation.

Sheree Pruitt has served the City of Pell City since August 2011.  She started her career as a Data Entry Clerk at the Pell City Police Department and was promoted to serve as the Administrative Assistant to the Chief in July 2012.  In August 2018, Sheree received a promotion to serve as the Assistant City Clerk and was appointed as the City Clerk in November 2020, following the retirement of City Clerk Penny Isbell.   

Sheree is a graduate of Hoover High School and has resided in Pell City since 2001.  She holds a certificate as a Certified Governmental Accounting Technician, CAPZO, Certified Municipal Clerk, Master Municipal Clerk, and Court Magistrate.  She is a member of the Alabama Association of Municipal Clerks and the International Institute for Municipal Clerks. 

Sheree is married to Mac Pruitt, and they have four children together: Grace, Caitlyn, Andrew, and Jackson.
